The Conference will discuss Loukas Tsoukalis’ latest policy paper ‘The Unhappy State of the Union’ published by the Policy Network in collaboration with IAI, Eliamep, Notre Europe, Bertelsmann Stiftung and Elcano Royal Institute. The paper presents the case for a new grand bargain to rescue the European project. Written by an author who uniquely bridges the gap between academic analysis, policy and politics, the publication offers a critical overview of where the EU stands, how it got there and what is to be done to turn around its unhappy and precarious state.
