The European Council session of 19-20 December 2013 approved the guidelines for the “partnerships for growth, jobs and competitiveness”, a new programme whose aim is to encourage structural reforms in Euro countries, and asked the President of the Commission and the Council to define its institutional structure over the next few months. Only by combining rules, solidarity and legitimacy will the partnerships be useful to Europe and to Italy.(...)
