In response to the Chicago Summit and following the difficulties that have arisen over the growing importance of the European Union’s Common Security and Defence Policy (CSDP), it was decided at the European Council of 13 and 14 December 2012 that the 19-20 December summit would be devoted to the European security and defence. Three clusters were identified by President Van Rompuy for further discussion: increasing the effectiveness, visibility and impact of CSDP, enhancing the development of defence capabilities and strengthening Europe’s defence industry. What can one expect from the December summit?
