From the threat of terrorism, to far reaching conflicts at Europe’s borders and cyber warfare issues: the EU’s security environment has significantly changed over the last decade. An increased awareness of the lack of military capabilities has led to the acknowledgement by all major European institutions to re-focus on a more effective Common Security and Defence Policy (CSDP). Is there hope that with the EU global strategyon foreign and security policy the right momentum for a successful European Defence Union has finally arrived? How can a substantial permanent structured cooperation (PESCO) among Member States work? Is ‘more EU’ in light of current problems even possible?
